This is a classic Italian fair ride called Calcinculo, which literally means kick in the ass. It is not a regular chain swing. You actually team up with the person in the seat in front of you. As the ride spins, the person in the back pushes or kicks the seat of the person in front to launch them higher and further outward. The goal is for the person in front to reach up and snatch a prize, usually a fluffy tail or ribbon, dangling from a pole held by the operator. If you grab it, you win a free ride. It looks super sketchy but it is a total rite of passage for Italian teenagers at summer fairs because kids cannot ride it. I'm actually surprised no one in the comments knows this, meaning that it's probably just an Italian thing (or anyway a few countries thing)
